Hallo ChrisM,

The government (actually: the communities) is offering Dutch studies only to a limited number of foreigners who meet certain requirements, e.g. they must be living in the Netherlands on a legal and (semi-)permanent basis. They are offered a 600 hour course.

See for instance the item inburgeringsexamen on http://www.postbus51.nl. This is the official inquiry site of the Dutch government. Try Google using inburgeringsexamen as a search term and you'll get 75.000 hits. Si I guess Postbus 51 will be more appropriate.
