The first one, "wel" can never negate something - or rather, it can only ever negate a negation ("Dit zijn geen historische romans." - "Jawel, dit zijn wel historische romans!").

It's hard to say what the "wel" is doing in the sentence in this case, because there is no context - it's not clear what the "nee" refers to, either.

I got it. It can only negate the negation.
DOes the same apply to the toch wel expression/
for example

Quetzal is right: the context is missing. "Wel" could be something like "but do keep in mind".

Something like:

No they don't, but don't forget that these are historical novels[, not history books].
