When to use tegen and when to use aan
For example
Zeg het tegen hem.
CAn I say
Zeg het aan hem.

What is the rule

We use tegen in combination with zeggen. Zeggen aan sounds rather formal and old-fashioned to me.

Common verbs that combine with aan are geven and vragen.
