Cartoon

Cartoon

I saw this cartoon in De Standaard. It says, "De Walen hebben al sneeuw". Literally that means "the Walloons already have snow", but what is the cartoon really trying to say?

It is the seventh photo http://www.standaard.be/Nieuws/Foto/Fot ... ?show=1270#

I have to guess, but I think the general idea is that Walloons get to go first at everything ... even the weather!
