How are pronounced words like 'bui' or 'trui' ?

Is it [ bœy ] and [ trœy ] or [ bœi ] and [ trœi ] ?

It is still pretty rounded at the end. I'd say ..y] is a closer description, but e.g in the plural buien many people insert something close to [j]. Listen e.g to http://commons.wikimedia.org/wiki/File:Nl-bui.ogg This speaker finishes almost in a [..j].

Its like a stressed OW in English like if someone hits you and then they go OWWWW you say TrOWWWWWWWWW like as if you were hurt it is that exact noise
