Hier zou ik duivels niet letterlijk nemen, tenzij dat uit het verhaal zou blijken. Alles wat slecht is, wordt vaak als duivels (= oorspronkelijk van de duivel) omschreven. Zeker weten doe ik het niet omdat ik de tekst niet ken, maar ik zou gokken dat het overdrachtelijk bedoeld is.

Ja, tollen heeft hier de betekenis van draaien. Dat is wat een tol (=speelgoed) doet. Maar het zal vooral wijzen op de duizeligheid die ermee gepaard gaat. Dat kan door alcohol komen, maar in dit geval zijn de duivels de oorzaak.
