I think the link is wrong. The correct form is "het is komen te vervallen". I don't think that there is much regularity here. In two cases "te" is dropped, in one it is not. That is idiom, not grammar. Idiom does not follow rules.

Sometimes deviations from the 'standard syntax' can also be a matter of emphasis like:

:Dit is niet míjn hobby, maar die van mijn broer.

Or:

:Dit is niet mijn hóbby, maar mijn beroep.
