Does that mean 'Lisa is going to chat with Billy'? or Lisa has been chatting with Billy
Cause I have seen that 'Lisa is komen lopen means Lisa has come running.
Which grammar should I know about this tense?

It means that she went to chat with Billy. So it's something that's going on right now. It could be that it's used to described something that has happened in the past: Toen ik wegging, is Lisa gaan chatten met Billy. But with the word 'toen' it points to an action that took place earlier.

If you want to know about the grammar, look for the auxiliary verb 'gaan' (hulpwerkwoord gaan)
"Moenie worrie nie, alles sal reg kom" (maar hy het nie gesê wanneer nie!)
