I would say every sentence is correct in terms of grammar. The second sentence is correct but feels a bit off in my opinion. It's not a very common word order.
This wasn't your question but I will say it anyway: I wouldn't use 'bijgevolg'. It's pretty old-fashioned and/or used only by government people. So only if this sentence is used in a very official/formal way, I would use 'bijgevolg' otherwise I would say something like:
Daarom zal alleen toegang worden verleend voor zover dat noodzakelijk is.
or:
Dus zal er alleen toegang worden verleend voor zover dat noodzakelijk is.
