I failed to save the URI of an article saying that starting in 2023, "foreign income" is not subject to tax in Curaçao.
One document says this is so, but it cites "article 10" of a 2010 law and as far as I can tell, article 10 says nothing about foreign income.
How would I find a reliable or official source, considering that my Dutch proficiency is still less than A1?

I got a reply from an official source, but it still leaves me wondering:
