Hi,
We can derive noun from a verb putting ge. in front of the verb stem, e.g. praten -> het gepraat. Is this only possible when the verb receives "ge-" in the past participle? Does not exist an analogue way to do this for example in case of the verb: ontmoeten (type het ontmoet)?

I think so, yes. I think even separable ones don't have it. Dat *opgeschep? Hmm, not really.

No, not really. Some people might make up something like "dat geontmoet ook altijd" but this sounds more like a not very good joke.
This kind of verbal nouns of "stem with ge-" are not all that common anyway, because they usually have a pejorative connotation. One of irritation at something, like: Dat gepraat moet ophouden. Bekken dicht! -- That endless talk has to stop. Shut up! Not particularly polite.
