What is correct?
De raadsleden zullen hun onvrede over de oorlog laten klinken.
or
De raadsleden zullen hun onvrede over de oorlog klinken laten.
I would say first is correct, don't know about the second.

Both are correct, but the first one is more common.
In the second sentence the auxiliary verb 'laten' comes after the main verb. That makes it sound a bit old-fashioned and pompous. Not something we'd use these days.
Actually the phrase 'zullen laten klinken' also sounds a bit dramatic. I think 'zullen kenbaar maken' or 'zullen uiten' would be more modern.
