What is more natural

1. Vooruitgang zal geboekt worden.
2. Vooruitgang zal worden geboekt.

This is a personal choice. The sentences are both grammatical correct. There is no difference in meaning. If there are more than 1 verbs at the end you can almost always choose the word order you prefer.
English isn't my first/best language. So in advance: Sorry for any mistakes!
