Is there a preference between

Opnieuw rijst de vraag hoelang de Oekraïners kunnen standhouden.

and

Opnieuw rijst de vraag hoelang de Oekraïners stand kunnen houden

?

I am quite amazed by the lack of determinism in Dutch.

There is no difference in meaning between those sentences.

You should be happy we don't have very strict rules about the word order of verbs at the end of a sentence. The word order in general is already hard for most foreigners. Be grateful you have some choice :D
