Use of te+infinitive in passive

I am looking at the following construction:
De werkwoorden zijn in zeven typen te verdelen. "The verbs are divided in seven types"
I was expecting "te verdelen" to be verdeeld since this is the passive voice.
De werkwoorden zijn in zeven typen verdeeld. "The verbs are divided in seven types "The verbs can be divided in seven types". That is some sort of uncertainess is expressed with the "te" and the infinitive versus the past participle which expresses a more definiteness. Is that a correct interpretation of this?

Evidently both are valid.

Is there a rule or set of circumstances in which one would use the "te + infinitive" in the passive context versus with the past participle?

Everything I find says use the "past participle" and I can't find anything on this construction with te + infinitive to express less certainty.

Any thoughts on pointers on this point?

How to express "is divided into four parts"

Do I use "te + verdelen" at the end or "verdeeld" or are both valid with a subtle difference in semantics?

You're right about the slight difference between 'verdeeld' and 'te verdelen':

De werkwoorden zijn in zeven typen verdeeld = It's already divided, you don't need to do anything anymore.
De werkwoorden zijn in zeven typen te verdelen = It's possible to divide them in seven types.

Dit is te verdelen in vier delen. = It's possible to divide into four parts.
Dit is verdeeld in vier delen. = It's already divided into four parts.
